GC: There is a coherent majority attestation with a broad A-related basis supports a, while the b attestation is small and incoherent. The square brackets in NA26-28/UBS3-5 are probably due to the agreement of 03 and 05 in omitting τὰ.

TP: Luke likes to use τὰ περί, especially in contexts of preaching and annunciation.[1] Barrett 903f. supposes that τά was added “in order to conform with 1.3”, but given Luke’s preference, it may very well be the author who intended the parallel, as Pervo 470 suggests. In view of the inclination of 03 to omit unnecessary short words and the consistent attestation for a, it is, in fact, more likely that the initial text had the article.
